Stimson Bullitt was born in 1919. He attended Yale University and the University of Washington Law School, and was admitted to the Washington State Bar in 1949. He served in the Navy during World War II and won a Purple Heart. In 1952 and in 1954 he made two attempts to run for Congress. He authored three books, To Be a Politician(1959), Ancestral Histories of Scott Bullitt and Dorothy Stimson(1994), and River Dark and Bright(1995).
